





CHARTER OF THE HEALTH AND SAFETY COMMITTEE
OF THE HERITAGE RANCH HOA BOARD OF DIRECTORS

As approved by the Heritage Ranch HOA Board of Directors (Board), the Health and Safety Committee (Committee) of
the Board is hereby formed with the following:
MISSION:
Create, implement and maintain a program directed at promoting a healthy and safe environment in the Community
as well as individual health and safety at home.
AUTHORITY: The Committee is authorized to research, obtain and communicate information relevant to health and
safety of the residents and staff of Heritage Ranch.
PURPOSE:
The purpose of the Committee is to promote a safe and healthy environment for the Heritage Ranch Community
through planning, education and coordination of appropriate programs and activities directed at the health and
safety needs of our individual residents and the community as a whole. The Committee will focus on needs and
resource identification, coordination and education with the objective that programs will be carried out by qualified
persons and agencies. The Committee will support ongoing programs through coordination of needs and
resources, education of our residents relative to programs and encouragement of qualified individuals and
agencies to offer needed programs.
Goals:
1. Identify the community health and safety issues and needs of Heritage Ranch.
2. Identify the currently available County, Town of Fairview and Heritage Ranch community health and safety
resources.
3. Define a comprehensive list of actions needed to meet the basic objective of promoting a healthy and safe
community through the process employed in accomplishing Goals 1 and 2.
4. Develop programs needed to implement the actions defined in Goal 3 and identify the most appropriate means of
ensuring that the services and activities are provided consistent with available resources within Heritage Ranch and
available from external sources.
5. Conduct programs and research for improving health and safety as requested by the Board of Directors
6. Develop and implement an ongoing process of education and communication relative to the individual and
community health and safety needs of Heritage Ranch
7. Serve as a clearinghouse to coordinate the delivery of individual and community health programs in order to avoid
duplication and to ensure that the concerns of the Heritage Ranch Community are heard.
GUIDELINES: The Committee:
" Will serve at the pleasure of the Board
" Will verify that all financial decisions will be/are approved by the Board
" May be privileged to information that should be held confidential and shared only within the Committee and Board
" Will work with HOA Management and other committees on budgeting, management issues, scheduling, etc. If the
Committee and Management are not in agreement on any issue, the issue will be resolved by the Board
" Will have a Board member appointed as an advisor to the Committee to help facilitate communications between
the Committee and Board
" The Board member advisor will attend any and all Committee meetings at his/her convenience
" Any community wide communications will be signed off by the Committee Chair and approved by the
Communications Committee
CHAIR GUIDELINES: The Committee Chair will:
" Be appointed by the HOA Board
" Serve a maximum term limit of up to four years, formally reappointed annually by the HOA Board
" Be available to the Board and email proficient
" Preside over Committee proceedings and, upon consulting with Committee members, coordinate meeting
schedules, agenda and assign tasking and responsibilities
" Fully share information with his/her Committee and the Board
" Sign the Heritage Ranch Conflict of Interest Policy and Declaration
" Add and/or remove members of the Committee when necessary
COMMITTEE MEMBER GUIDELINES: The Committee Members will:
" Place the interest of the HOA and the Health and Safety Committee operation above their own personal interests
" Work cooperatively with the other Committee Members, HOA Management and the HOA Board to enhance the
committee Operations for the benefit of the homeowners
" Sign the Heritage Ranch Conflict of Interest Policy and Declaration Form
" Complete tasks assigned by the Chair
" Attend the monthly committee meeting; notify the Chair if unable to attend
" Timely respond to emails form the Committee Members and/or HOA Management
" Be an advocate of the Health and Safety Committee within Heritage Ranch
Committee Products:
1. Identify through physical survey of the Community and review of current health and safety oriented programs and
activities, current issues, programs and resources.
2. Prepare an inventory of physical conditions that can impact on community safety.
3. Prepare a comprehensive catalogue of the resources and programs available to the residents of Heritage Ranch
related to health and safety.
4. Encourage qualified individuals and agencies to provide educational programs related to individual health and
home safety.
5. Complete studies and programs to make recommendations to answer health and safety issues as requested by
the Board of Directors.
6. The Committee will provide the Board with reports as necessary for monthly Board meetings. The Committee will
work on the annual budget process and make recommendations and priorities for the annual budget. The
Committee will also review the Heritage Ranch Reserve Report to insure that all reserves are adequate.
COMPOSITION: The Committee will include Heritage Ranch residents knowledgeable in healthcare, education and
public safety. The Committee members should have interest and/or expertise in areas of health and safety.
GENERAL: Committee meetings are open to any HOA member in good standing, according to the Heritage Ranch
Bylaws, Section C, 3.15. The meeting schedule will be published on the HR web site.
Any matter to be brought before the Committee for a vote should be submitted in writing to the Chairperson or
Secretary and distributed to the Committee at least two days in advance of each scheduled meeting.
