Responding to concerns expressed by residents that drivers are not observing the posted
speed limit of 25 MPH on Heritage Ranch streets, the HOA Board of Directors asked the
Health and Safety Committee to implement a traffic survey process directed at measuring
compliance. Beginning in April of 2010 surveys using a radar clocking device were
conducted at various locations and times within Heritage Ranch. As of June a total of 27
surveys have been conducted at six locations.
Although the surveys conducted in the first two months of the current program have shown
that compliance with the posted speed limit is generally good the number of vehicles
exceeding the limit indicates a cause for concern. During April and May of this year 830
vehicles were clocked during the 27 surveys. Vehicles displaying Heritage Ranch stickers
represented 82% of the clocked vehicles. Visitor vehicles totaled 7% of the recorded traffic
with the balance of 11% defined as commercial vehicles.
Of the 830 vehicles surveyed during the two month period, 103 were clocked at speeds of
30 MPH or higher with a high speed of 35 MPH recorded in three instances. Overall, 44% of
the vehicles surveyed were traveling in excess of the posted limit of 25 miles per hour
resulting in an compliance rate of 56%.
It is important to note that visitor and commercial vehicles combined for a total of 15% of
the vehicles exceeding 30 MPH while 84% of the vehicles clocked in that range displayed a
Heritage Ranch resident sticker.
With our streets shared by motor vehicles, golf carts, bicycles and pedestrians excessive
vehicle speed and lack of full attention on the part of drivers can potentially lead to serious
consequences. Heritage Ranch is a safe community where our residents enjoy the
opportunity to use an excellent street and path system for a variety of activities. Lets keep it
that way by observing the 25 MPH speed limit and giving full attention to operating your
vehicle.
And, as a reminder to golf cart operators, motor vehicles have the right of way so please
obey all stop signs and, when driving on the streets, keep to the far right and signal turns.
