The Issue - In response to complaints from the residents the Board of Directors recently announced a policy to enforce the 25-mile
per hour speed limit on Heritage Ranch streets.
- Speeding complaints received by the Board reflect resident perception rather than measured fact. It is likely that
instances of excesive speed have occurred. However, data was not available to measure the magnitude of violations or
the type of violator and an effective, defensible policy must evolve from an evaluation of those factors.
- Implementation of the policy was, therfore, deferred until the Health and Safety Committee could conduct a study and
prepare a recommended approach to gaining traffic safety compliance.
The Approach - Collect Data through observation of traffic identifying HR resident, non-resident and commercial vehicles.
- Measure speed of all observed vehicles using the HOA radar gun.
- Data was collected over a four day period, including a Saturday
- Data collected at several time periods, morning and late afternoon.
- Teams of two persons collected the data at three locations.
Speed Classification - All vehicles passing the observation points were clocked and the vehicle speeds were
grouped into four categories.
· 25 and less MPH - within the speed limit
· 26 to 29 MPH - exceeding the posted limit but typically not cited by enforcement agencies
· 30 to 35 MPH - exceeding the posted limit and enforceable.
· 35+ MPH - flagrantly excessive speed.
All Vehicles Speed Range · 382 vehicles were clocked during the survey.
· 70% of the clocked vehicles were traveling at speeds of 29 MPH or less.
· 34% were clocked at 25 MPH or less.
- The fastest speed clocked was one vehicle going 38 MPH
Who Is Exceeding 25 MPH - 82% of the vehicles clocked between 26 & 29 MPH were operated by HR residents.
- 60% of the vehicles clocked between 30 & 34 MPH were operated by HR residents.
- All vehicles driven over 35 MPH were operated by HR residents.
Non-Resident Violations - 21% of the violators exceeding 30 MPH were non-residents.
- 12% of those exceeding 30 MPH were commercial vehicles.
- No non-resident or commercial vehicle exceeded 35 MPH.
Conclusion · The data indicates that approximately 70% of the total traffic surveyed was operating within an acceptable speed
range.
· Approximately 6% of the total traffic surveyed is operating at clearly excessive speeds.
