Recommendation on the Vehicle Speed Survey Process

In response to complaints from residents that vehicles were being operated at excessive speeds on
the Heritage Ranch streets, the Board of Directors, in December 2007, asked the Health and Safety
Committee to investigate and advise on the nature of the problem. In response the Committee
designed a survey to be conducted semi-annually.
The first comprehensive survey was conducted in January 2008 and a detailed report was submitted
to the Board of Directors. That report demonstrated statistically that the vast majority of vehicles,
both resident and visitor, were operating within the speed limit or at speeds within a tolerance
typically accepted by law enforcement agencies.
Surveys were subsequently conducted in June 2008, November 2008 and May 2009.
Data from each of the four surveys indicated a high level of correlation. The conclusion arrived at
following each survey was that only a small number of vehicles are significantly exceeding the
posted speed limit and that complaints of excessive traffic speed in Heritage Ranch are based more
on perception than fact.
Based on the objective results of four surveys the Committee concluded that it is not likely that
additional surveys will return any different conclusion. Consequently, the Committee does not
believe additional surveys are needed at this time. If, in the future, the Board receives complaints
regarding traffic speed and believes that more current data is needed for proper response the
Committee will be pleased to conduct additional surveys. These can take the form of either
comprehensive studies or spot surveys at selected locations.
